Chapter I General Provisions
Article 1 In order to further standardize the undergraduate education of clinical medicine for overseas students in China (English teaching), effectively improve the quality of training, and promote the healthy and sustainable development of medical education for overseas students in China, this standard is formulated on the basis of Interim Provisions on quality control standard for undergraduate medical education for overseas students (English teaching) (No. 39 [2007]).
Article 2 Undergraduate education in clinical medicine for foreign students in China (teaching in English) must abide by the relevant national policies and regulations, such as the Administrative Measures for the Admission and Training of International Students by Schools (order No. 42 of the Ministry of Public Security of the Ministry of Education, Ministry of Foreign Affairs) , The Norms for the Quality of Higher Education for Foreign Students in China (for trial implementation)(no. 50[2018] outside teaching) , and the Chinese Medical Education Standards for Undergraduate Clinical Medicine (2016 edition) . this standard is specially designed for making supplementary requirements for the characteristics of undergraduate education of clinical medicine for overseas students in China.
Article 3 These standards are applicable to the undergraduate education of clinical medicine in the form of English Teaching for overseas students in general colleges and universities.
Article 4 To promote the training and management of clinical medicine undergraduate education (English teaching) for overseas students and the convergence of clinical medicine undergraduate education in China, the overall goal is to cultivate medical undergraduate graduates with solid medical basic knowledge, preliminary clinical ability and standardized operation skills, good professional quality and final learning ability, so as to lay the necessary foundation for their continual education and implement in various health care institutions.
Article 5 These standards are the basic requirement for general institutions of higher learning to carry out undergraduate education (English teaching) of clinical medicine for overseas students in China and the basic basis for improving internal quality assurance. The are also the basic basis for all kinds of educational evaluation institutions to carry out professional evaluation.
Chapter II Basic Conditions of the University
Article 6 The University shall have the undergraduate enrollment qualification of clinical medicine approved by the Ministry of education, the master's degree authorization point of primary discipline of basic medicine and clinical medicine, and the directly-affiliated comprehensive hospital of Grade III Class A.
Article 7 The school's English teaching faculty should be dominated by teachers of the school, have obtained the middle and senior professional titles, have certain teaching experience in Chinese teaching, understand foreign medical education, and have good ability to teach relevant courses in English. Clinical teachers should have clinical work experience.
The teaching hours of external teachers shall not exceed 20% of the total hours of theoretical courses, and each external teacher shall not undertake more than one main course.
Hiring foreign teachers must meet the relevant national regulations. Foreign teachers should have the degree and corresponding professional technical positions prescribed by the disciplines they teach. Foreign teachers who undertake clinical practice courses should also have effective doctor qualifications or foreign doctors to come to China to practice medicine.
Article 8 The school must have a system and mechanism for the examination, selection and training of the qualifications of clinical medical English teachers. The school shall create conditions and provide guarantees for the teachers' training. The instructor must receive pre-job training in terms of teaching ability, English proficiency, and policies and regulations for studying abroad in China before passing the assessment.
Article 9 Educational resources such as the school's infrastructure, teaching and practical conditions, and information technology services shall meet the relevant requirements of the Chinese Undergraduate Medical Education Standards of Clinical Medicine Major (2016 Edition).
Article 10 Professional materials and electronic resources such as medical textbooks, magazines and reference books in English version of the school shall meet the basic needs of teachers and foreign students.
Chapter III Enrollment and Admission
Article 11 When recruiting and enrolling undergraduate students majoring in clinical medicine (taught in English), the university shall abide by the relevant regulations of the state, examine the admission qualifications, assess the examination results and enroll the qualified students in strict accordance with the standards and procedures, so as to ensure the quality of the students.
Article 12 The university shall establish clear admission standards. Application for admission to China. Foreign citizens who apply for admission of MBBS (English teaching) shall be in good health, have a high school degree or above, have a good performance, have a basic knowledge of Chinese, good English language ability and basic scientific knowledge.
*Applicants whose native language is not English shall provide IELTS Academic (no less than 6.0, no less than 5.0 for each item), TOEFL (Internet based no less than 70, no less than 15 for each item) or other English test results of the same level. Applicants whose native language is English or whose teaching language is English throughout the middle school period may be exempted from English test certificate, but must submit English test certificate and English teaching certificate issued by the graduated middle school.
High school graduates are required to provide official high school transcripts or national university entrance examination transcripts.
Article 13 The university shall establish and implement an entrance examination system, which shall cover the basic knowledge of mathematics, physics, chemistry, biology and English in senior high school.
Applicants with bachelor's degree or above can apply for exemption from examination.
The school shall interview the applicants.
Chapter IV Training Standards
Article 14 The training standard shall comply with the Chinese undergraduate medical education standard - Clinical Medicine major (2016 Edition), and shall meet the following requirements:
(1) To master the basic Chinese and medical Chinese knowledge, the Chinese ability must reach level 4 of the International Chinese Proficiency Standard before clinical practice. Those who do not reach level 4 are not allowed to enter clinical practice.
(2) Be able to collect medical history, conduct physical examination systematically and normatively, and write English medical records normatively.
(3) Understand global health issues and determinants of health and disease.
(4) Have the professional knowledge and skills to pass the qualification examination of medical practitioners.
Chapter Ⅴ Curriculum and Teaching
Article 15 The basic length of schooling for clinical medicine undergraduate education (in English) for overseas students in China is six years.
Article 16 The curriculum and teaching plan shall comply with the Chinese undergraduate medical education standard - Clinical Medicine major (2016 Edition), and shall meet the following requirements simutaneously:
(1) The university shall, in combination with the laws and characteristics of the education of overseas students in China, formulate a curriculum plan that conforms to the actual situation of the school. Meanwhile, the school may, with reference to the medical and health needs, disease spectrum and epidemic characteristics of overseas students in China, and the provisions and core contents of the qualification examination for medical practitioners, appropriately increase or decrease the relevant curriculum or adjust the teaching content and teaching hours of the curriculum.
Article 16 The curriculum and teaching plan shall comply with the Chinese undergraduate medical education standard - Clinical Medicine major (2016 Edition), and shall meet the following requirements simutaneously:
Universities are encouraged to carry out special training for the qualification examination of medical practitioners in the country of origin.
(2) Chinese and medical Chinese should be taken as compulsory courses throughout the whole process of teaching before clinical practice, so as to meet the needs of overseas students' study, practice and life in China. During the clinical practice stage, the school can arrange Chinese and medical Chinese courses according to the actual situation.
(3) The school must formulate a clinical practice outline. Clinical practice should be no less than 48 weeks, and the practice rotation of major clinical disciplines such as internal medicine, surgery, gynecology and pediatrics should be reasonably arranged, and the time arrangement, teacher guarantee and teaching resource allocation of different clinical disciplines should be scientifically planned. No less than two weeks of community hospital practice should be arranged.
(4) The school should set up the internship content, internship requirements and graduation examination according to the teaching plan; establish the mid-term examination mechanism of clinical practice to grasp the practice situation in time; after the practice, the school should carry out the clinical skill examination as the graduation examination content.
(5) Overseas students are required to complete clinical practice in the affiliated hospital or teaching hospital of the university. Different practice hospitals should realize homogeneous management, establish perfect clinical teaching management system and teaching archives, and the relevant documents should have English translation.
(6) The school should adjust the teaching plan and improve the teaching work in time according to the passing rate of the examination and the employment situation of the graduates.
Chapter VI Assessment of Academic Performance
Article 17 The school shall establish and update the English version of the examination questions bank of each course in time, and encourage the examination and research.
Article 18 The relevant rules and regulations for teaching and examination assessment of the university shall be translated into English to ensure that the overseas students in China understand the relevant provisions for examination and academic performance assessment.
Chapter VII Academic Qualifications and Degree Awarding
Article 19 If the undergraduate students of clinical medicine major (taught in English) meet the requirements of various training standards and pass the examination and approval of graduation within the prescribed study period, their school shall issue the undergraduate certificate of clinical medicine major; if they meet the regulations of the people's Republic of China on academic degrees, they shall be awarded the bachelor degree of medicine.
Chapter VIII Quality Assurance and Evaluation
Article 20 The functions of the school's Teaching Steering Committee shall cover the undergraduate education (English teaching) of clinical medicine for overseas students in China. The Teaching Steering Committee shall regularly review important matters such as training program, teaching plan, teaching reform and clinical practice.
Article 21 The school's teaching quality supervision and student evaluation mechanism shall cover the undergraduate education (English teaching) of clinical medicine for overseas students in China or establish a corresponding mechanism, which aims to carry out evaluation activities for teachers' teaching level, teaching process and teaching management, and to supervise the implementation of the curriculum plan and the learning situation, to get feedback, to put forward suggestions and to urge improvement, so as to form an effective teaching quality monitoring system.
Article 22 Universities approved to (or applied to) carry out undergraduate clinical medicine education (in English) for overseas students in China shall actively cooperate with and participate in quality assurance activities such as supervision, evaluation and certification carried out by education administrative departments, professional institutions and social organizations.
Chapter IX Management and Service
Article 23 The university shall define the centralized management organization of clinical medicine undergraduate education (English teaching) for overseas students in China, and coordinate the enrollment, teaching, management, service and alumni work as a whole.
Article 24 The University shall incorporate the undergraduate education (English teaching) of clinical medicine for overseas students in China into its general undergraduate education management, so as to promote the assimilation of Chinese and foreign students in teaching, management and service.
Article 25 The University shall provide foreign students of clinical medicine major with counselors and management team with good English level, including a certain proportion of medical related education background.
Article 26 The University shall establish a tracking investigation mechanism for graduates, collect relevant information and do a good job of alumni work.
Chapter X Supplementary Provisions
Article 27 These standards shall come into force as of the date of promulgation.
